UPOL-ova svirel
International Wind, Brass and Percussion Competition
1. Goal
The goal of the competition is to promote the culture of the orchestra and solo performance, the exchange of experience between young musicians, the encouragement of young people to continue their musical education and to find talented young musicians.
2. Direction of the competition
The organizer of the competition is the association Kulturno društvo Univerzitetni pihalni orkester Ljubljana.
The responsible for the organization is the Competition committee (Committee from now on).
The competitors will be evaluated by a jury composed of three members otherwise renowned international musicians.
The jury will be helped with the administration work by the jury secretary.
3. Sections
The competition is open to the following sections: flute, clarinet, saxophone, oboe, bassoon, trumpet, horn, trombone, euphonium (baritone), tuba, and percussions (drum-set, xylophone, marimba, and vibraphone).
All the other versions of the primary instruments (for example piccolo, Es clarinet, bass clarinet, soprano saxophone, tuba in Es, B, F etc.) are also allowed.

5. Competition
The competition will take place at the Štanjel castle on the 14th and 15th of February 2009 in the town of Štanjel in the Karst. All the information about the competition will be available to competitors on the web page www.upol.si.
Soloist that will be chosen by the jury will perform on Sunday, 15th February 2009, at 19.00 at the final concert in the Spacal’s gallery at the Štanjel castle. The prizes will be awarded immediately after the concert.
6. Competitive programme
All competitors will present a programme of their own choice but it has to contain an orchestra part (or more parts) from the repertoire of wind and symphonic orchestras. This part cannot be longer than the half of the whole competition performance of a competitor otherwise the sanction from the 8th article of this regulation will be applied. The competitor can perform only a piece (or more pieces) of the part but this has to be clearly marked in the material sent for the registration (see article 13). Pauses in the part longer than 10 seconds will not be played by the competitor.
The programme can be played from the score.

The secretary of the jury will interrupt those performances that will exceed the maximum programme duration time.
7. Accompaniment
The organiser of the competition provides an accompanist. The need for the accompanist has to be marked on the application form. The cost for the accompaniment will be published after the closing date for applications.
8. Identification
Competitors must identify themselves with an ID document with a photo before they begin their competition performance.
9. Elimination
Committee can eliminate competitors who do not respect the competition rules. The Committee’s decision is final.
10. Assessment
The jury assesses the musical knowledge of the competitor taking into consideration technical readiness, musicality, the precision in correct rendition of the text, and the power of musical expression.
Jury’s decisions are final.
11. Prizes
The Golden diploma is awarded to all the competitors who are marked between 95.00 and 100.00 points.
The Silver diploma is awarded to all the competitors who are marked between 90.00 and 94.99 points.
The Bronze diploma is awarded to all the competitors who are marked between 85.00 and 89.99 points.
All participants receive a document confirming their participation at the "UPOL's Flute" competition.
The winner of the competition who receives the art sculpture – “UPOL-ova zlata svirel” and a sponsor Award - is chosen by the jury at the final concert. There can be only one winner of the competition (the prize is not divisible).
The jury can also award special prizes.
Competitors from the A category will not perform at the final concert unless the jury exceptionally decides otherwise.
12. Restriction of the number of applications
If too many applications are received, the Committee reserves the right to stop accepting further applications before the announced closing date or to reject the last arrived applications in order to assure the best possible organizational quality of the competition. In this case the registration fee will be refunded. Early applications will have precedence over later ones.
13. Duties of the competitors
Competitors by sending in the application unconditionally agree with the rules of the competition.
Competitors by sending in the application give permission to publicly display their achievements and the photo, audio and video material from the competition.
14. Dispute settlement
The Competition committee is responsible for the settlement of eventual disputes. Its decisions are final.
15. Registration fee and application
Candidates must apply before 31st December 2008 with a fully completed application form, a photocopy of a valid personal document with recognizable photograph, three copies of their competition part and proof of payment of the registration fee. The entry fee is not returned.

16. Final provisions
This regulation is valid for the competition that will be held in 2009.
